I hereby petition Congress to end the Pentagon's planned military expansion throughout more than 60 million acres of southern Colorado and northern New Mexico, including acquisition of up to 6.9 million acres of public and private lands and militarization of civilian airspace.

I specifically request that United States Senator Mark Udall immediately introduce and pass the following provision, thereby establishing policy that prohibits spending on any aspect of military expansion in southeastern Colorado and invalidating all provisions of law enabling such expansion:

"Notwithstanding any other provision of law, the Secretary of Defense shall not carry out any construction or acquisition of real property at the Piñon Canyon Maneuver Site, Colorado; all other provisions of law enabling military expansion in southeastern Colorado are hereby nullified."
